Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are conducted: optimistic declarations are delivered from various governments. Considerable effort is allocated on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "peace".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a capability afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.
Moments later, Kyiv's missile defense thundered: multiple launches deployed against a incoming threat. This was a modern interception technology at work, presumably delivered by Western nations. Every firing shakes the surroundings, rattling buildings. The brief panic quickly gives way to grim resignation: maybe the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and another blackout.
Persistent Threats
Not long after, a automatic firearm fired at a drone in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv greeted the morning news: seven people killed, devastation and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a reliance that neighboring countries are evidently unprepared to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new proposal from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, certainly, continue.
Political Considerations
It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is unfeasible to force Russia to surrender the land that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, US leadership does minimal to deter Moscow, through statements or actions, from believing that the current condition will not evolve additionally in its favour in the months ahead.
Divergent Views
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but averting a complete military breakdown until conditions improve in its favour.
Existing Situation
Realistically, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their objective will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a just a single week to terminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
